In the first paragraph, the author mentions fine paths for information and entertainment to get into the home. These are satellites, terrestrial broadcast, cable, telephone and packaged media. These paths are what the Federal Communications Commission (FCC) look after.
Number one on their list is to see to it that these are used fairly, competitively and in favor of everyone. In a way, they control the traffic of technology.
Copyright is understandably very important to authors who work so hard for their, say, book. Being digital, all these things can now be accessed on the net. What worries these people is that it would be hard to know if someone is breaking this law.
